Can I start an LGBT safe house for teens without getting in trouble with the Oklahoma runaway laws?

My dream is to start a safe house for LGBT teens but I've heard that runaway laws would get in the way of that. Is there a way to set up a safe house without that happening?

I don't see why it would be a problem. They have safe houses for homeless teens as well, so I don't see where the difference would be. If you're a runaway, you are basically homeless. Although, I'm sure the laws are different state to state.
