I am going to install laminate flooring in my living room what is the best method for removing the carpet nail strips without damaging the cement. Also, do I need to caulk the crack in the cement?

Hammer them on down, they will curl over or break off, all you want to do is be flush anyway. no need to try to fix holes left by nails. You can't pull them either. beat em down and sweep, thats it. A heavy scraper shoved into the side of the wood strip will knock it loose then work on any leftover nails, they are sharp, be careful and wear gloves.
